Hi,i have a dinamic ip, so when i restart my computer...i cannot acess to the site because my ip has changed.
What can i do to fix this??

Sign up with a DNS service

http://www.no-ip.com
http://www.dyndns.org

I assume you didn't search first or you'd have found these and other alternatives already.

You'll need to use the services of a free DNS provider that can track those IP changes and give you a DNS name. We suggest looking at http://www.dyndns.org or at http://directory.google.com/Top/Computers/Software/Internet/Servers/Address_Management/Dynamic_DNS_Services/?tc=1 .
This way, you'll always access your server using an address like http://www.yourserver.freednsprovider.com without paying attention to IP changes.

i have a domain in no-ip thats http://totalrevolution.no-ip.com:8000 but yesterday when i´ve restarted my computer, i couldnt acess to my site, but today at this hour, i can...i´m :S...

I use ZoneEdit for web and mail redirection, and use Direct Update...

...to keep it notified of any IP changes. DU automatically notifies these types of sites if and only when my IP changes. This is important because if you pester these sites too often (e.g., daily), they get annoyed with too frequent messages and will cut you off. DU confirms to them that your IP hasn't changed only at the interval that each site requires (e.g., 28 days) or only if your IP has really changed. This is a $US 15 program, and IMHO well worth it.
