Permissions aren't set in the web server but rather at the level of your filesystem.
If you are working on Windows, you need to set the directory writable (not read-only).
If you're on Linux, execute the command chmod -R 755 <dir>.

That's all good, but it didn't help me.

Things I've tried:
- Setting the folder as a "shared" folder
- Ensuring the folder/files were NOT read-only

Is there anything else? It's preventing a chat program, and my forum from allowing attachments....

If you did all that, the files and the directory are writable. So check the script configuration for the problem. It may come from it.

i've tried looking at the script, and i'm convinced it's not the problem. (then again i don't know much about php....

ANY other ideas?

Or perhaps you have a chat script you know works? and a way to upload files under window? that way I could see if it's the file system or the script?
